維安主要是用來對付，手無寸鐵的百姓，如果全台黑道一起上，你看維安會不會跑光光。
所以囉～為了不讓全台黑道一起上，就要讓黑道有錢撈，只要不是犯法的，走在灰色地帶，像是土地開發、光電等標案，還有八大、殯葬等，政府都會睜一隻眼閉一隻眼。
對我而言，有黑道就無政府，世界各國都一樣。
