預算多寫一點，有機會就要騙？

根據吹哨者向媒體投訴，海軍大氣海洋局長林倉玉，竟在去（113）年5月召開「國土韌性特別預算會議」時，當著主管的面公開指導：「預算多寫一點，反正有機會騙就要騙！」甚至誇口：「幾張紙就能騙好幾億！」
大氣海洋局僅200多人編制，卻申請高達17.5億元特別預算，占整個海軍韌性預算的三分之一。
吹哨者更指出，開會現場根本像「分贓大會」，林倉玉還在招標前，私下邀請中科院、船舶中心與營造商會勘、討論分配，涉嫌洩密與圖利。
國防部一年編列近兆元預算，國會審查每一筆預算，國防部都會以國安為由，百般刁難委員審查，結果內部官員竟敢公然說「能騙就騙」，這是何等囂張？
軍紀、預算、信任，全都被踐踏。
